This is a metaphor in hand-laid tile from the era when everybody shopped downtown. Population shifts, urban decay and Walmarts have all taken their toll on America's Main Streets. Wheeling peaked very early, 1820-1850 in terms of importance. More recently, its population has been cut by more than half, leaving plenty of vacant buildings.
