Everything appears on and through a window photographed from a sidewalk. The stripes are a reflection in motion from outside, the star is from a flag hanging vertically inside and physically closer to the camera. Out of focus zones show up as yellow. The image was rotated 90 degrees. And if that's not enough--an artistic effect was added to highlight the scene.
